Updates on Furlough Rules for New Jersey State Workers

UPDATES ON FURLOUGH RULES FOR NEW JERSEY STATE WORKERS

CWA State Worker Local presidents have informed members of new developments around changes to furlough rules including a recent legislative bill and a Civil Service Rule. This bill and rule change do not trigger mandatory furloughs, which must be negotiated with and agreed to by the union.  

Our problem is not the legislation or the Rule. This legislation and Rule, while tools, will not do enough to stem the bleeding of revenues to the State and Local municipalities. Because of the severe economic downturn, the State is facing at least 10 BILLION (that's a B!) in lost revenues--roughly 25% of the total state budget. If these revenues are not made up through federal funding or bonding, there will be massive cuts to the State, to counties, and to municipalities. This doomsday scenario requires strenuous action from our Congressional representatives and from the NJ Legislature in the form of support for the Governor's plan to issue bonds to make up for lost revenues.
